EIS- and permit procedure

The EIS licensing procedure is underway. In full EIS means ‘Environmental Impact Statement”. E.ON expects that the environmental permits will be granted in mid-2007. The objective of the EIS is to ensure that the environmental factors are high on the agenda in decisions around investment.

The EIS-procedure started up with submission and publication of an initial memorandum by E.ON back in March 2006. Everyone was free to respond to this start-up memo. They could state precisely which topics they saw as EIS priorities. Alongside advice, the relevant authorities, in this case the Provincial government also sought legal advice.
The Provincial EIS-commission, which takes a significant advisory role throughout the procedure, records incoming reactions and weighs these up in a formal "Recommendations on guidelines" for the EIS. Next, the Provincial authorities set out the issues to be covered by the EIS.
These guidelines provided E.ON with foundations for the EIS. At the end of December 2006 this was presented to the EIS-committee, plus Provincial and other governmental authorities. Publication of the EIS is set for a maximum of ten weeks later (March), at which time everyone could see his/her ideas out in the open. This marks the start of a six-week open consultation period.

When the six weeks have passed the EIS-committee will have formulated its findings and recommendations. It will also state whether the EIS comprises all information required to make a decision on granting permits. Next – it is up to the various authorities to assess and evaluate. Players here include the South Holland Provincial Council, the Public Works department, and the City of Rotterdam. The Rijnmond environmental department (DCMR) acts as implementing body and advisor to the Provincial Council.
